1) More about the programme:
BBC News at 6pm is broadcast every weekday,at 6pm,on BBC News and BBC One. The program's presented by Fiona Bruce, who joined BBC in 1989, and Sophine Raworth, who appears often in the show.
BBC News At Six used to be the most viewed programme in 2006 but recently got knocked of the top spot by BBC News At Ten but it still gets a whole 4 million(plus)viewers each broadcast!
Since the programmes release 3 September 1984 BBC News At Six the programme has changed their logo and name many times. Going from;
BBC News at Six O'Clock (From 1999-2004)
BBC Six O'Clock News (1984–2008)
Then to the logo we all know today
2) The institution behind the programme – BBC News :
The institution behind BBC News At Six is BBC News itself.BBC News is a news channel which first broadcasted on November 1936(Things such as cartoons) but later in 1948 news started to be broadcast on the channel.
The founder of the broadcasting organisation was John Reith-1st Baron Reith, a British broadcasting executive who developed independent public service broadcasting(In the UK)
The channel is owned by HM Government(meaning its publicly owned).
The main associations with the channel are its sister channels(BBC One,Two,Three,Four, BBC Parliament,CBBC and Cbeebies) and the fact that they are a news channel which doesn't give any advertisements during their broadcasts.
Another famous thing about the broadcasting company is their logo. The simple white writing on a red background as well as the red globe.
3) The target audience;
The target audience for BBC News is meant to be very wide spread. They try to target everyone who pay for their licence(which is the money that helps run the organisation). They try to target the diverse community within the UK also for this reason.
However despite this the audience seems to be mostly young-senior citizens of the UK who have an interest of current affairs and world news.
The rough percentage of this would be 90% people past the age of 17 and 10% below.
However the parentage of the young people watching BBC News may be increasing due to the fact that BBC News is available on platforms other than TV which are much more convenient for a young audience.

Headlines showed first;
The reason I thought that the programme chose to give the headlines first was to give the audience a rough idea of whats going on without wasting to much time. From that people could decide if they want to see it in further detail.

I believe that the reason for the first headline being given in more detail is that it is most likely the news story that has most peoples attention at the given times.
More detail after headlines;
For this I believe that the detail were given after the headlines due to the fact that people who are still viewing the programme are most likely to be interested in the detail of the headlines previously given.
Outline of each story always given;
This is so that people who haven't heard of the news can understand the main concept of the story.
